Not sure if it has been discussed here before, but I like their 12 point plan for the most part.

http://nolabels.org/work#ways

1 No Budget, No Pay for Congress......

2 Up or Down votes within 90 days on all Presidential Appointments......

3 Fix the Filibuster to make them actually filibuster or vote......

4 Empower the Sensible Majority, majority can force a vote that a chair or leader doesn't want voted on......

5 Make Congress come to work, both in DC and in their Home Districts.........

6 Question Time for the President with Congress......

7 Fiscal Report to Congress

8 No Pledges except to the Oath of Office

9 Monthly Bipartisan gatherings (off the record)

10 Bipartisan seating for all joint meetings or sessions

11 Bipartisan Leadership committee

12 No negative campaigns against incumbents.

On number 12 I think actual voting record is fair game and not "negative"......

2 and 3 for sure (0.00 / 0)
not sure how feasible all are, but just 2 and 3 would make a world of difference

Please continue this conversation if you want by finding me on twitter @Lord_Chadeous

gimmicks (4.00 / 1)
Most of them seem gimmicky which is to be expected since the name of the organization is gimmicky.  So negative campaigns are allowed against challengers?  I would love to see Question Time even if it was just once a month alternating chambers.

Possibility (4.00 / 1)

2, 3, 4, 6, 10, and 11 would be a simple rule change (though some is purely symbolic).

5 is mostly true (and if it isn't true the district can vote out the member who is frequently absent)

7 is already true as the president submits an annual budget and OMB periodically testifies.

1, 8, and 12 would require a consititutional amendment.

6 is doable if both branches agree.

Most of these things are procedural and symbolic.  Problem in congress isn't mostly procedural, it is the people being elected and the districts from which they are being elected in the case of the House.
